Case Study: Strategic engagement for GD3 planning.
Northern Gas Networks (NGN) needed to prepare for GD3 and meet rising regulatory expectations around meaningful, inclusive engagement. To achieve this, they appointed Create Clarity as their strategic engagement partner.
We set the direction for a more inclusive and evidence-led GD3 plan by auditing past engagement, reviewing best practice, scanning future trends, and identifying gaps, risks and priorities to strengthen decision-making and legitimacy. We then provided two years of GD3 support including:
• Strategic review and update of the stakeholder map
• Development of a new ‘underreached’ consumer map, an industry first
• Engagement with business leads to understand engagement needs
• Creation, monitoring and revision of a well-targeted and cumulative engagement strategy
• Development of a materiality matrix
• Creation of a triangulation framework and delivery of ongoing triangulation services
• Quarterly presentations to the Independent Steering Group and Internal Steering Group, with action tracking.
We ensured stakeholder insight influenced decision-making through regular reporting and governance engagement. We drafted the stakeholder engagement chapter of the business plan and reviewed other chapters to incorporate engagement insights. We also drafted appendix A3 “RIIO-3 Stakeholder Engagement and Decision Log” summarising all research insights, any dissenting views amongst stakeholder groups, and the impact the insight had on the plan.
