Collaboration across GNOs
Gas network operators (GNOs) regularly engage with customers and stakeholders, but their varied methods make it hard to compare results, especially during business planning. A harmonised approach was needed to enable collaboration and comparability without losing each network’s unique needs.
Simplifying Willingness to Pay
Customer appetite for business plan investment has traditionally been measured using conjoint analysis. This approach is costly, complex, prone to bias and no longer met regulatory expectations or rising affordability concerns during RIIO-GD3. NGN needed a more practical and inclusive way to assess customers willingness and ability to pay.
Strategic engagement for GD3
Northern Gas Networks (NGN) needed to prepare for GD3 and meet rising regulatory expectations around meaningful, inclusive engagement. To achieve this, they appointed Create Clarity as their strategic engagement partner.

New Hospitals Programme
Create Clarity was commissioned by the Lancashire and South Cumbria New Hospitals Programme to support a major healthcare investment under the national New Hospitals Programme. The goal was to develop proposals for new hospital facilities in Lancashire and South Cumbria that meet future needs and satisfy statutory consultation requirements, including the Government’s four tests for service reconfiguration.
