  • Business Need.

    Create Clarity was commissioned by the Lancashire and South Cumbria New Hospitals Programme to support a major healthcare investment under the national New Hospitals Programme. The goal was to develop proposals for new hospital facilities in Lancashire and South Cumbria that meet future needs and satisfy statutory consultation requirements, including the Government’s four tests for service reconfiguration.

  • How We Created Clarity.

    We delivered a multi-phase engagement and analysis programme, including designing inclusive engagement materials and activities; auditing participation and analysing feedback; applying CHAID analysis and equality-based disaggregation; triangulating data to identify evidence gaps and support decision-making; and producing tailored insight reports for public, stakeholder, and decision-maker audiences. The scope included directly impacted (patients, staff) and indirectly impacted audiences (local community, commuters, stakeholders).

  • The Impact.

    Our insights supported the NHS’s preference for two new hospital builds, and ongoing engagement ensured public feedback was considered in future planning. Government funding was secured, and the commitment to both hospitals was reaffirmed in 2025, with construction expected between 2035 and 2039.
